Preserve existing affordable housing

House Bill 4036 launches the Housing Opportunity, Longevity and Durability (HOLD) fund – dedicating general obligation bonds to maintain and preserve Oregon’s existing affordable housing. Over 15,000 homes are at risk of loss over the next decade — due to expiring affordability restrictions, critical repair needs, and the threatened sale of manufactured housing parks. Investing to preserve the affordable homes we already have provides stability for our communities, and directly prevents homelessness.

Restore funding for eviction prevention and emergency rent assistance

The 2025-2027 budget made a $129M cut to essential services that keep Oregonians housed: emergency rent assistance, legal aid for households facing eviction, and tenant outreach and education. As a result, over 20,000 fewer households will receive support to stay in their homes during the current biennium, as compared with the previous two years. We call for at $10M to be restored for eviction prevention in 2026: these programs stem the flow of Oregonians being evicted into homelessness.

Protect tenant privacy

House Bill 4123 establishes common-sense safeguards to protect the personally identifying, financially sensitive, and private information that tenants share with landlords and property managers. Under this bill, tenants’ information may only be disclosed with their written consent, or in response to a court order.

Support first-time homebuyers by ending the tax break for vacation properties

House Bill 4136 secures dedicated funding for downpayment assistance – making first-time homeownership a reality for an additional 250 Oregon households every year. An expected $9-10M in annual revenue comes from redirecting funds currently used to give a tax break to the owners of vacation houses via the Oregon mortgage interest deduction. State-subsidized vacation properties remove housing from the market, while thousands of would-be homeowners are locked out by high prices and limited supply.

Build new homes for entry-level homeownership

Through the LIFT Homeownership program, general obligation bonds will spur housing construction across the state. Builders are ready to break ground on hundreds of affordable homes in communities large and small – creating construction jobs, growing the local tax base, and immediately opening the door to homeownership for purchase-ready families who earn up to 80% of the area median income. Using a land trust model, these homes will remain permanently affordable for future generations.

Defend state revenue; protect housing and homelessness programs

As a result of Oregon’s automatic connection to the Trump tax cuts enacted by Congress in 2025, Oregon’s current state budget lost nearly $900M it would have otherwise had. We have joined forces with the Oregon Revenue Coalition to advocate for strategically disconnecting from the federal tax code. We call on legislators to balance the budget by refusing to replicate all of Trump’s tax giveaways at the state level, rather than by cutting essential programs and services.
